UPDATE:
Neurologist changed his collar and did motion tests. Explained his fracture and that his ligaments are still intact so no surgery... for now. Also he has fluid in his spine so they are watching him for 24-48 hours for any numbness, tingling, etc.
Did find out that he ran into the train. Way better than the train hitting him!
He was just put on night shift after working days so fatigue may have been a problem. Shifts at the plant are 12 hours that you work 2 on,3 off then 3on,2 off and swap from days to nights every month.
I have worked that schedule and it is not easy to do.
