Sorry for the delayed reply, I got called away for an extended period.

Two things - if this only refers to a Bishop, then I would say that we are discussing priests. I guess you could say that to become a Bishop you must first become a priest.

Second, I was only rendering my opinion based on what I have personally seen. Whether Scripture indicates marriage is permissible or not for a priest was not my consideration.

Not sure if I’m answering your question clearly. Maybe because I would have to meditate upon it for a while.

But it seems to me, on the surface at least, that this is saying if a man cannot keep his own house in order, how can he be expected (trusted?) to run the Church properly.

By ‘house’, I assume they mean an abode; domicile, correct? But could it also mean ‘house’ in a metaphorical sense, as in ‘keeping your affairs in order’ (as opposed to a physical house)?

I don’t know the answer. Not at the moment anyway.
