The ATF used to fine gun dealerships for allowing gun buyers to abbreviate state names instead of spelling them out on their background check applications.

Was that in addition to requiring serial numbers on cartriges???
was the U.S. Postal Service ever fined?? I am sure they were one of the Federal Agencies which bought up billions of units of ammunition for...?

I’m pretty sure that the thing you mentioned was a plot device in the awesome novel Unintended Consequences.

It was an awesome novel because the evil people got what was coming to them in the end.
