I think it critical to keep in mind that it was Bugnini that stated it was a precursor, not Pius XII.

Still, the Mason Bugnini was the author of the changes, and it set the idea that the Tridentine Liturgy could be extensively modified (i.e. more than just new Feast Days and Propers).

Yes, but there is no indication that this was Pius XII’s intent. It can not be compared with Vatican II and its wholesale liturgical, disciplinary and doctrinal changes. Having said that, I do understand those who take issue with the Holy Week changes.
