Most mandatory reports are people who are commonly involved with minor children: teachers, doctors, youth sports personnel. College sports employees might not be covered.

Good point. Everyone likes to pile on Paterno, but the best he could do is give heresay evidence. The witness should have gone to the police and maybe took Paterno with him.
