Sounds to me like the German bishops are just impatient. This new pope seems to follow the path of the politically correct flash in the pan.

Precisely! Cardinal Marx and his colleagues need excommunication and life in silence in a dungeon, if not more, ummm, permanent treatment: hang, draw and quarter.
The German bishops are the vanguard of Pope Francis' plan to take the "reforms" of Vatican II to the next level (granting doctrinal authority to the individual bishops' conferences). The end result will be doctrinal Balkanization. Like Obama, Pope Francis has communicated openly regarding his plans to undermine traditional structures.
"It is only a short paragraph but it announces significant changes to the papacy as well as decentralization and more power to Bishops Conferences. In section 32 of the document published today, Francis refers to the pastoral conversion he is asking the Church to undergo and writes: Since I am called to put into practice what I ask of others, I too must think about a conversion of the papacy.
It is my duty, as the Bishop of Rome, to be open to suggestions which can help make the exercise of my ministry more faithful to the meaning which Jesus Christ wished to give it and to the present needs of evangelization, Francis adds. In the document, the Pope recalls that in the encyclical Ut unum sint (1995), John Paul II asked for help in finding a way of exercising the primacy which, while in no way renouncing what is essential to its mission, is nonetheless open to anew situation. But, Francis remarks, we have made little progress in this regard. The papacy and the central structures of the universal Church also need to hear the call to pastoral conversion. The Second Vatican Council stated that, like the ancient patriarchal Churches, Episcopal conferences are in a position to contribute in many and fruitful ways to the concrete realization of the collegial spirit.
Yet this desire has not been fully realized, since a juridical status of Episcopal Conferences which would see them as subjects of specific attributions, including genuine doctrinal authority, has not yet been sufficiently elaborated. Excessive centralization, rather than proving helpful, complicates the Churchs life and her missionary outreach, the Pope remarks..."
Francis decentralizes the Church: More power to Bishops Conferences
The Pope, even if he were minded to, doesnt of course have the authority do what one is greatly tempted to say ought to be done: every dissenting bishop should be fired and replaced.
Of course he does.

The word of God is not ambiguous. To any true Catholic, the truth is clear. It does not matter what eccentrics do. Catholics will stick to their religion. Homosexual marriage is nonsense. Anyone can declare independence from the Vatican but it means nothing to true Catholics. They will not follow.
This is not the time of Henry the Eighth. Even if German Bishops declare independence from the Vatican, the only followers will be people with a homosexual proclivity which scrambles their minds already. True Catholics will remain true. What normal person wants to follow lockstep behind somebody who champions homosexual marriage anyway?
Well, the rot has already spread to Rome, since Marx was picked by Francis to be in his Gang o' Nine and the Pope has praised Kasper's heresies as "doing theology on one's knees".

So if the pope wore a suit and tie you would be more inclined to be on board? Seriously, this is Reformation style posturing. There is no resemblance between a man like Pope Francis and a man like Leo X.
As Evelyn Waugh once said: “I think it is a great cheek of the Germans to try and teach the rest of the world anything about religion. They should be in perpetual sackcloth and ashes for all their enormities from Luther to Hitler.” If the Kaspers and the Marxes succeed in destroying the Church and leading her into heresy, one can add them to the list. I suppose not all Germans are bad, however, as we do have our Pope Emeritus and Cardinal Mueller, as well as Archbishop Schneider, although he isn’t from Germany itself.
Sorry, I meant Bishop Schneider. Wishful thinking, I suppose.
The German clerics believe in a “collegial church”, not an Apostolic church. Similar to much of the American Catholics.

They are de-facto independent just as most U.S. Dioceses are ... the Pope has little authority over them because they would simpy ignore him.
