A few years ago when California voters were deciding a referendum on funding fetal cell research, it had language regarding cloning that fooled some people into voting for the measure. It said that human cloning “for reproductive purposes” would not be allowed. I had to point out to a co-worker who had been fooled by that phrase (and hence voted in favor) that all it meant was that any baby created by cloning would not be allowed to live, but would be used for research, organ harvesting, etc.; otherwise, there would be no reason to even incorporate the “for reproductive purposes” phrase in the language of the measure.
