I’m not saying that all people aren’t accountable, I’m saying that those who know the scripture are being singled out by Paul in this verse. This is a direct message to those in the Roman church who know what scripture says, claim to be adherents to the faith, and yet either participate in the debauchery around them or approve of the debauchery around them.

Often I run into Christians who think that homosexuality is fine to support because they are not homosexual but they don’t want to judge those who are. This verse makes it clear that by supporting and encouraging the lifestyle, those believers are just as guilty as those trapped in the lifestyle of homosexuality.

I don't believe Romans 1 is describing the church at Rome. I believe it is assessing the Gentile world at large. Every study I have done on it confirms this. When Paul says "...although they know the ordinance of God" he's talking about the people he was just describing in the previous verses, the unbelievers of the world. Who are have been given the ordinance of God through the very creation.
