this is what I don’t understand about that reasoning. If the guy was actively Evangelical don’t you just suppose he had already been “born again”?

No, I don’t suppose that. I don’t now a person’s heard, but weather (only God does), but whether someone calls themselves evangelical or not, the fact still remains that what Jesus taught in John 3 still applies: One must be saved through Him, by a spiritual birth and not their own ‘works’!
