Unbelievable that the author is dividing the human race into two human races without defining the terms. Is twice-born a movie, a singing group or Hindu social system?

Any born-again (born of the Spirit) Christian can show you in Scripture where Lord Jesus Christ told a Jewish religious leader that you MUST be born again.

John 3 (ESV)

3 Jesus answered him, “Truly, truly, I say to you, unless one is born againb he cannot see the kingdom of God.”
4 Nicodemus said to him, “How can a man be born when he is old? Can he enter a second time into his mother’s womb and be born?”
5 Jesus answered, “Truly, truly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God.
6 That which is born of the flesh is flesh, and that which is born of the Spirit is spirit.
7 Do not marvel that I said to you, ‘You must be born again.’

Ultimately, it comes down to who do you believe the most? Jesus Christ, King of Kings and Lord of Lords or...someone else's teaching.

Baptism and Confirmation are the sacramental elements of being born again, and the normal means by which we receive the Holy Spirit. Jesus tells us in John 3:5, “Unless one is born of water and spirit, he cannot enter the Kingdom of God.” And in Acts 2:38-39, Peter says, “Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins, and you shall receive the gift of the Holy Spirit. For the promise is to you and to your children and to all that are far off, everyone whom the Lord our God calls to Him.”
