Exodus 34 is not a restatement of the 10 Commandments and never is such a claim made. This is a listing of the commands and warnings God gives Israel in the form of a covenant that relate specifically to their possessing the Promised Land. The same words were recorded on the second set but that isn’t what Moses recounts in the rest of the chapter.
