He must mean those who aren't, as he recommended, celibate.

Your Catholic bible uses the word celibate...That's not in my bible...But thankfully celibate has more than one meaning and it's not always 'sex-free'...And since the next verses tell you they must have children, 'celibate' is not a very good choice of words when used in the way your religion claims it...It doesn't fit the context...

"Celibate" means not in the married state. That's all it means.

Since a man is permitted sex only with his wife, a man who is celibate would be obliged also to be abstinent.

"Celibate" does not mean "virginal." A widower who is abstinent after his wife's death, is not virginal but he is celibate.
