They SHOULD be denied Communion for their support of abortion, gay marriage, and a number of other crimes. The notorious homosexual, Cardinal Donald Wuerl, Archbishop of Washington, refuses to deny Communion to pro-abortion “Catholics” because they could easily end his career by giving the press permission to do so.

But that is simply your interpretation of such laws as Canon 915, yet it is the Roman magisterium, which RCs point us to as the sure means of truth, that interprets itself, and a with Canon 1184, unless overruled by higher authorities, the local ordinaries interpretation stands. For you have no infallible interpreter of your infallible interpreter.

And as Rome treats such souls as Teddy K (whom the pope wrote back to without any apparent reproof, but an apostolic blessing, and thanking him for his prayers) as members in life and in death, so this manifests what it really believes, as per James 2:18, and so you must count them as brethren.

*"...there's a question about whether this canon'' – the relevant church law – "was ever intended to be used'' to bring politicians to heel. He thinks not. "I stand with the great majority of American bishops and bishops around the world in saying this canon was never intended to be used this way.'' -- from the thread [Archbishop] Wuerl: Why I Won't Deny Pelosi Communion

Albany Bishop Howard Hubbard says it is "unfair and imprudent" to conclude that Gov. Andrew Cuomo and his girlfriend, Sandra Lee, shouldn't receive Communion simply because they're living together. -- from the thread Bishop: None of your business (Hubbard rejects Catholic expert's criticism of Gov. Cuomo)

[Archbishop Timothy Dolan] also does not outright deny the sacrament to dissenting Catholic lawmakers, yet he is seen as an outspoken defender of church orthodoxy in a style favored by many theological conservatives. -- from the thread US bishops elect NYC archbishop as head in upset (Catholic bloggers blamed) http://www.freerepublic.com/focus/news/2711746/posts?page=289#289

All of these bishops you quote are liars.

The practice of Denial of Communion is NOT a penalty. Canon 915 is not a penal canon. I.e., all penal canons are in one section of the Code—and Canon 915 isn’t one of them.

By continually lying (that Canon 915 is a penal canon) they claim the authority to exercise the discretion that bishops have with respect to the application of a penalty.

Their lie is further exposed by the fact that, although they claim the right to refuse to “apply” Canon 915 in the case of pro-abortion politicians, none of them DARES to claim the same right when it comes to giving Communion to the divorced-and-illicitly-remarried.
