The first priest's point seemed to be that it is not sinful to be tempted. As a married father, I can be tempted to commit adultery, but so long as I do not give in to that temptation or encourage it, but rather resist it, I have not sinned. The same is true for someone who, for whatever reason (often due to childhood sexual abuse) suffers from homosexual attraction, but through prayer and devotion successfully resists those attractions, and seeks healing from such attractions.
The second priest was referring to Church teaching, which rightly considers homosexual attraction to be "disordered," i.e., homosexual attraction is contrary to the Divine plan for humankind. Once again, if those attractions are not acted upon, no sin has been committed. However, those with homosexual attractions should make every effort to seek healing from such attractions and the development of godly heterosexual attraction.

Postscript: I neglected to make clear that there is a difference between being tempted and lusting. As taught by our Lord, if someone “lusts in their heart” they have already committed sin. However, it is not a sin to be tempted to sin. One must embrace the temptation and act upon it - either by lusting or actually committing the act.
