I lived in South Texas a long time and read a great explanation of the huge literacy problems facing young Hispanics.

It said: “The kids are raised at home speaking Tex-Mex Spanish—but not reading Spanish! They become moderately bi-lingual and start school kind-of speaking English also, which is great, but they are not proficient enough to read English well and cannot get any help there at home.”

The article concludes with the sympathetic, but devastating, “So little Juan is bi-lingual but illiterate in two languages.”
