Yes. And he should not be forcing others to adhere to his beliefs.
There is no need for him to sign a ban on restorative therapy.
There are homosexuals who want out of their lifestyle and this prohibits them from finding the help they want.
Actually, I'd have to disagree.
He himself admitted that he knows what Catholic teaching is.
And he himself said that he chooses to disagree with it and ignore it.
That's not being poorly catechized. That's being outright rebellious.

Christie is poorly catechised because he thinks the Catholic Church teaches that "being" a homosexual person is a sin. Meaning, being a person who experiences spontaneous feelings of sexual attraction to the same sex. The Church has never said that this is a sin. The Church says this is an objective disorder.
A wayward tendency, whether it is a tendency toward depression, or irascibility, or superstition, or talkativeness, or over-appetite for food or drink, or impatience, or laziness, or sarcasm, or same sex lust, or other-sex lust --- whatever --- is a source of temptation or a vulnerability toward a particular fault. With the grace of God, you struggle against it. Struggle is good.
Christie doesn't seem to "get" that, so he doesn't actually understand the teachings of the Church.
On the other hand, Christie is outright rebellious because he's basically saying, "In any case, I don't care what Christ teaches through the Church. I'm going on my own best guess about what's good and what's evil."
That's the very definition of rebellion, going all the way back to Eve!
I think that goes for more than just the catholic Church, I think all Christians should think that way
