The word “Fear” can also be translated as “Reverance”.
So, those who revere the LORD have the beginning of wisdom.

The term "reverence" is kind of squishy to define, and smacks of religiosity. Here's a much better definition:

The fear of the Lord is displaying a dread of disappointing or disobeying Him.

That is quantifiable, using the measures of conduct given in both Old and New Testaments. It is suggested that one memorize and meditate on these words, and live them. And these also, of the positive side:

"Blessed is every one that feareth The LORD, that walketh in His Ways" (Psalm 128:1).

Profound.
