Here's the direct information for you to check it out for yourself. The BSA is a Title 36 Corporation under US law with a Congressional Charter. Other similarly chartered organizations include the USO and the VFW, for example. As far as the BSA or GSUSA goes, a primary point of the charter is that no other youth organizations may use "scouts" or "scouting" in their name. Those words are reserved to those two organizations. The specific terminology within the law (36USC, S.30905):

The corporation has the exclusive right to use emblems, badges, descriptive or designating marks, and words or phrases the corporation adopts.
