So God is punishing the people of Oklahoma for not behaving more like the people of tornado-free San Francisco?
No, with the hand off God pulled back because of mans sin, Satan is loosed.
But, He (Satan) would rather harass the believer..... the others belong to him already, so he does not concern himself with them.
I always look for spiritual battle.
