I most certainly do believe this. Because we, as believers, are told to “PREACH THE WORD; be instant in season, out of season; reprove, rebuke, exhort with all longsuffering and DOCTRINE.” 2 Tim. 4:2. In order to PREACH THE WORD, we have to “STUDY to shew thyself APPROVED unto God, a workman that needeth not to be ashamed, rightly dividing the WORD OF TRUTH.” 2 Tim 2:15.
“I give you this charge: 2 Preach the word; be prepared in season and out of season; correct, rebuke and encourage—with great patience and careful instruction.”
Paul gives this charge to Timothy. Not the laity.
2 Tim 2:14
“Keep reminding God’s people of these things.”
Again - Paul is talking to Timothy and giving him instructions for how to govern his flock.
