Nearly all countries that allow significant amounts of international adoption at all!

We have adopted three children, and have looked at international adoption before going domestic.

Countries have age, religious, weight, health, ethnicity, financial, education requirements as well. Some of these have to do with prioritization.

Some of them are maddening, others are arbitrary. The U.K. won't allow a Scot to adopt a Welsh. Either the Phillippines or S. Korea (I forget which) have an insanely low weight restriction, etc.

But many other countries (read most of Europe, especially Western Euroope) make it pretty much impossible, preferring foster care or institutions for those children whose parents or extended family cannot raise them, which make the arbitary restrictions look pretty reasonable by comparison.

So, a country like Norway is likely to try to bully Poland or the Phillipines into opening up to formally registered perverts, while they don't have much in the way of adoption available to ANYbody.
