Which country adopts the majority of American orphans?
Canada, I believe, in large part because adoption within Canada is trickier. Though most adopted are here.
In many cases, I would not describe the children adopted as orphans. Many times arrangements are made even before the birth, with placement depending on the birth mother finding a suitable family. The goal is to provide the best care possible for the child.
