I think you are referring to the doctrine of being preordained. The Bible declares the Holy Spirit chose us before we chose Him [Jesus].

This does not eliminate free-will, rather it shows God, who created time, forenew any/all events [otherwise prophesy does not exist either!] including your particular moment of salvation. It’s simply two sides of the same coin or as I like to say, there’s only one reality.
