Rev. 17:6 sounds like pre destination, from the beginning the names of the chosen was writtenm down....
You could look at it that way, but there are other explanations. For example, there are verses where it talks about God blotting out names from the Book of Life. So, it could be that all of our names were written there originally, but many will get blotted out.
