Can you still claim to have “freedom of religion” once you start putting restrictions on who’s allowed to be religous?

"Freedom of religion" seems to refer to freedom of thought or belief. It does not refer to expression of religion in speaking, publications, or practice. The expression of religion will be subject to restriction depending on its direct impact on others materially and physically.
