There is a conundrum: this illegal action has also been condoned by the US government, both Democrat and Republican. The bishop is taking his lead from our national elite, who feel the need for cheap labor, especially in a day when a shrinking population of Euro-Americans does not want its children to get their hands dirty. So laws get passed, but are not enforced.

That's the way it goes in both Church and State. And it leads to a thoroughgoing contempt for law, even Just Law, even God's Law.
