Maybe they are demonstrating what happens with microchips by allowing al Qaeda folks to escape from detainment or just by releasing them from custody. The drones will find them and blow them up via microchip tracking.

Allthe enemy will have to do is get the frenquicies. impose a map over where the signals are andthen...... And that is a simple process.

I don't think there's greatly more testing to be done. It's already accomplished lo the many decades they've been working on this--at least 50 years.
