I can see chaos coming from evil. In that sense, yes.
Me, I hate to argue. W a passion. However, I’ll just add this. When God ordains a disaster, the results fit perfectly into His larger plan and purpose. I.e.: things don’t get out of hand and result in random unpredictability. Rather, each result of the disaster, whether large or small, fits into His divine Providence. That is the reason He can assure us that ‘[He] causes all things to work together for good to those who love God’ - becaue He controls the outcome even of disasters.
