Reality is that Hagar was a concubine - not a true second wife.
Did God ‘bless’ what Sarah suggested and Abraham implemented? No, just like there are other actions of people in the bible (such as murder, theft, etc) doesn’t imply God endorsed the behavior/action now does it.
Jesus made things very clear in Mt 19 In repudiating divorce Jesus expands upon the topic and states “ 9* And I say unto you, Whosoever shall put away his wife, except it be for fornication, and shall marry another, committeth adultery: and whoso marrieth her which is put away doth commit adultery.”
Note, under the eyes of God they remain married, therefore to marry another constitutes adultery. One man - one woman, not one man - multiple women OR multiple men - one woman.
