Man can speak NOTHING into existence, Only God can do that. Why would your prophecy request Man to do what only God can do, and that from God? I would suspect that God knows better.
However there is a rampant Heresy out there from the "Name it and Claim" it types whereas a man, fully assured in his own faith, can by the strength of his faith speak words that will bring matter into being. In Occult speak, a man by the force of his will, in faith, speaking a thing, can make it be. In the Word of Faith movement its call the empowering word of god, in the Occult Sciences it is called Sorcery.
