Roosevelt who knew for years that Jews were being tutored and killed for years and could have stopped it because they had the ability and military to do it. The pope signed no agreement to kill anyone. As for soldiers, they do what they are commanded to do even if their commander and chief like the evil Roosevelt leads them astray which happens all the time.
