Well if you really want to get technical, the first person to begin to collate the NT was MARCION the Heretic.
Many of the early Christian churches had already collected the writings of the Apostles, along with other spurious writings.
Separating the true from the false was the problem.
The only accepted books by Christians of the NT at that time were the four Gospels, Acts, The letters of Paul, (except Hebrews), 1 Peter and 1 John.
Over two hundred years later, James, 2 Peter, 2&3 John, Jude were added in the back.
The Roman church did not want Hebrews because of uncertain authorship, but they wanted Revelation.
The GREEK church wanted Hebrews but did not want Revelation.
So it was agreed to put both books in the back of the NT along with the other dubious books.
Hebrews is one of the best books making much of the OT understandable.
All of that was under the rubric of the Catholic Church.
