Is not there a hierarchy in the Church. Are underlings not answerable to the Archbishops and the Pope? Why was nothing done about this travesty?

(3) Yes--though you didn't ask---all of us are answerable to uphold the authentic teachings of the Church, which--- reduced to a convenient,searchable form--- you can get a notion of via the Catechism of the Catholic Church(Searchable at Link)
(4) Yes---I'll answer this unasked question, too- -- Fr. Gionet also has rights under Canon Law, which I certainly hope he will make use of to appeal his suspension or (more probably) change his incardination to a different diocese.
(5) Yes --- your third unasked question --- individual Catholic faithful have the right to protest the Bishop's scandalous, unpastoral, and shabby treatment of this good priest.

If you are a Catholic, you have the authority of the Sensus Fidelium behind you. I should add that, while it is not obligatory, it is within the Tradition to include in one's comments to pusillanimous hierarchs, some appropriate Biblical references to "millstones" and "whited sepulchres."
