Is God's work thru the Holy Spirit.....the church should "reflect" the 'results' in and of the people who attend. The Church itself does 'not' weld that power.....it is His.

It's God's work through the Holy Spirit poured out through his Church. It's delegated power, of course, purely and only delegated power, but still power.
