That implies laws will be eventually broken...AGAIN.

Well the 'BOOK' gives no hint to expect a fourth heaven/earth age. Note IIPeter 3 whole chapter, Peter says there are three different heaven and earth ages, we are now in the age that is now (2nd, or flesh age, John 3 where every soul is given opportunity to pass through this age.) and nearing the beginning of the third heaven/earth age.
If you read Revelation, not everyone who is alive on the earth when Christ comes back is immortal. There will be those that rule and reign with Christ a 1000 years and there will be those that are not yet saved but still alive on earth when Christ returns.
Life for these mortals will be different from now, they will live a lot longer than we currently do. They will say if a person dies at 100 that he was very young.
If you read further on Satan is loosed at the end of 1000 years to try to deceive people one last time and this final rebellion is put down by Christ. Even with Christ alive on earth ruling and reigning some of unsaved, sinful mankind will be enticed by Satan to rebel against a God they know exists and loves them.
