I don’t know a lot of details.
I do recall from that period that there was a big fuss . . . he was garnering ‘face’ as the Chinese would say—for ordering a review/study . . . some such of the whole mess. The Atomic Energy Commission had been discovered to have used human subjects—not with the subjects’ knowledge per se and certainlyi not with their informed consent for some horrific experiments.
