Having been in a reformed Presbyterian culture for many decades I’d honestly assume that most if not all similar congregations across the U.S. could say the same thing.

Wow. How many churches can say that? Only the really dumb ones. How can somebody 'guarantee' the secret vote of another? And what does that guarantee consist of? And what does that make somebody who praises said dumb statement?
