Rome has written and enforced Crimen Sollicitationis which clearly says the papal oath of secrecy is given to everyone involved in this crime, including the victim and his family who are threatened with excommunication if they tell anyone about this sexual abuse except a bishop.
No police. No teachers. And in fact, not even a parent if they don't already know. The victim is sworn to complete secrecy.
If this were ANY other institution but Rome performing these sins and shutting down all investigation, they would be in jail and the keys thrown away.
Some of your conclusions are mistaken regarding the cause of this.
This crime has been dealt with before in the history of the Church. Both in the Rule of St. Benedict and throughout the history of the Church, the sin of sodomy was severely punished among the clergy (to say nothing of pedophilia).
Most recently (in my reading), St. Pius X defrocked priests or removed them to monastaries to do penance. The same punishment has even been used for clergy taking usury. It is true the homosexuals took over seminaries and whole dioceses; it is a crime that cries out to God for punishment.
The present hand slapping of these priests is horrifying. The Crimen Sollicitationis is an outrage, indeed. The Church is in unprecedented times.
