Depends on who you ask. I’m Baptist, so we hold that all believers belong to the priesthood of believers (1Pe 2:5,9).
A lay minister is not ordained. They come from the congregation and fill a number of functions at the descretion of the local church. They are not paid, and minister voluntarily as needed.
A “priest” as is known today, is a term used by the Catholic/Anglican churches to denote the person in charge, or otherwise holding the bishopric (the office).
We call them “pastors” in order to avoid the confusion, and they are ordained from local churches in a region, not by a central church hierarchy as Catholics/Anglicans do.
