At the conclusion of the “Ten Commandments”:
Exodus 20:15. And all the people saw the voices and the torches, the sound of the shofar, and the smoking mountain, and the people saw and trembled; so they stood from afar.
16. They said to Moses, “You speak with us, and we will hear, but let God not speak with us lest we die.”
God complies, and then instructs Moses to build an altar. Uninterrupted, this week’s parsha begins:
Exodus 21:1. And these are the ordinances that you shall set before them.
The text continues with civil laws.
So we see that God would have continued His instructions without an intermediary if the people had not begged Him not to.
The same God that gave the “Ten Commandments” gave the ritual law for the Altar and the practical civil laws with the same desire and authority.
BTW, tomorrow's haftarah is one that isn't read very often.
