Try
here. You will see that it is nothing at all as what was reported. Rome just sent out an advisory that they had some concerns about the Irish bishops' proposed norms. Specifically, they had concerns they might be in conflict with canon law and lead to some appeals to Rome being overturned. They were also concerned about automatic reporting that would include baseless charges and reports from victims who requested anonymity. These are legitimate concerns. Anyone, after actually reading the letter, who would try to spin this as a "smoking gun" showing Rome ordering a cover-up would be completely dishonest. A good analysis can be found
here.

VATICAN WAS 'OFFENDED' BY IRELAND'S SEX ABUSE PROBE, CALBES SHOW
Newly released U.S. diplomatic cables indicate that the Vatican felt offended that Ireland failed to respect Holy See sovereignty by asking high-ranking churchmen to answer questions from an Irish government commission probing decades of sex abuse of minors by clergy...Ambassador Noel Fahey apparently told U.S. diplomat Julieta Valls Noyes that the sex abuse scandal was a tricky one to manage.
The Vatican believes the Irish government failed to respect and protect Vatican sovereignty during the investigations, read the cable from Noyes, deputy chief of mission.
Elsewhere in the cable the diplomat, citing a Holy See official, wrote that the inquiry commission's requests offended many in the Vatican because they were viewed as an affront to Vatican sovereignty.
From these additional cables we learn what really concerns the Vatican. Not justice. Not eradicating sexual deviance. Not protecting children.
"Vatican sovereignty."
