Because there have always been, since the Apostles' ministries, true Christians which based their faith on the Scriptures rather than evolving forms of traditions like those of the RCC, Vaticanism has always been forced to use the Bible (almost always messing it up, of course), to try to make people think it is legitimate, which it is not. It is an impostor, a mere caricature, a religious buffoon.

Which scriptures were used in "the Apostles' ministries?

At first, the Old Testament. Read Acts 1-7 especially. Paul's first epistle, First Thessalonians, was written sometime after the events of Acts chapter 17. Seven of Paul's epistles were written before the close of the Acts period. Peter's epistles were written probably during the Acts period. All 14 of Paul's books were written before 70 A.D. The NT canon was complete before 100 A.D.

A good Latin translation, without Catholic participation was finished around 160 A.D., and was copied, and copied, and copied, and carried along far-flung trade routes by common believers who were never connected in any way with Roman Catholicism.
