Ratzinger is a false bishop of Rome because he is not elected by the congregation "Doctor", he was consecrated bishop and elected Pope according to the process established to that end by the Church where he is a bishop.

The Vatican.va website says: In 1953 he obtained his doctorate in theology with a thesis entitled "People and House of God in St Augustine’s Doctrine of the Church".
God has given us a steward who knows Augustine and therefore is able to protect God's people against Calvinism and all those who would pervert Augustine's writings.
