Where in the gospels did Jesus teach or command [use of torture]? He, of course didn't, but neither did He teach chemistry, engineering or foreign languages. Torture was a part of the culture. We have a lot in today's culture that would utterly surprise a 1c Jew, and often, on the moral scale, we are the loser.
