Oh, it is absolutely a good idea to pray at all times whether or not there is an indulgence attached to it. Whenever your mind is on it, pray. I pray the Rosary in the car, for example, on my way to work.

Regarding “taking the penalty”, it is certainly something one can celebrate. The way your worded it, it looked like you siggested to sort of turn down prayers of others, and that would go agaist God’s will. But onse any form of chastisement comes down, we should have the wisdom to offer it up to Jesus.

Seems that from a Catholic point of view, praying a prayer that is Officially Sanctioned and Guaranteed to provide an indulgence would be the best and most efficient use of one's time. Why turn down a guaranteed indulgence? Especially when the Quickie Indulgence (TM) gets the job done in a mere 3 seconds?

That's where you and I part, my friend. You may celebrate the thought that you can pay the penalty for your own sins to attain salvation. I, however, find that idea repugnant and blasphemous. You: "Jesus and I did it!" Me: "Christ Alone!"
