The Church didn't "allow" that. Individual bishops, some of whom were/are homosexuals allowed it and promoted it. The Church, while a monarchy of sorts, is not a totalist state. Bishops actually have some autonomy and when they deviate in morals or right teaching it can take a long time for the gears of the Church to grind them finally out. The basic problem in the US Church was the tolerance of homosexuals who vowed to be celibate. This is something only a small fraction of any group of homosexual men can accomplish. Those who have held to chastity are those who have never come to the attention of the Press or the Church. It was the official Open-Mindedness and political correctness of some of the bishops of half a century ago that opened the gates. Once a homosexual becomes part of the faculty of a seminary the whole screening procedure begins to change until heterosexual men are mostly screened out because PC tolerance of homosexuality becomes the yes or no consideration above all others. The homosexualization of the American priesthood proceeded to accelerate. That happened in most of Europe also and some countries have been slower to rectify the situation. Italy is a case in point.
