I believe what TN was referencing about paying is that in order to perform the baptism, you need a TR, to get a TR, you have to be a full tithe payer. Hence the “paying” to baptize reference.

There is no payment made outside of the tithing to attain or retain a TR in order to be able to perform the baptism.
