IF (and that's a big "if" since Crimen Sollicitationis is still in effect) there's been any decrease in known cases, it is only because Ratzinger has succeeded in keeping a lid on them. His letter to the bishops expressly forbid anyone from talking about possible pederast priest crimes outside the church bureaucracy.

He's an effective bureaucrat, as as a disciple of Christ, he fails.
