No. Paul clearly says that he went to Jerusalem to meet with Peter specifically. Then he happened to meet with James. James was the Bishop of Jerusalem and very prominent in the Church. Paul was meeting with Peter in order to extend his credentials - he was teaching Christianity without ever having met any of the Apostles that Jesus had spent three years painstakingly teaching - and needed their counsel and approval. They wound up giving it - and laid hands on Paul in the manner of ordination that exists today 2000 years later.
