Right, because money is fungible, and you CAN'T separate funding, it's all just accounting gimmickry -- unless there is specific language that bans federal funding of elective abortion, since it is a legal procedure, those of us taxpayers with a conscience, know that the womb holds life, we will be forced to facilitate terminating that life. That language has to be a part of the appropriations bill(s), not just in the authorization bill(s).
Oh yeah I know they are two faces on the same coin.

Clarification
WashingtonA recent letter from Network, a social justice lobby of sisters, grossly overstated whom they represent in a letter to Congress that was also released to media.
Networks letter, about health care reform, was signed by a few dozen people, and despite what Network said, they do not come anywhere near representing 59,000 American sisters.
The letter had 55 signatories, some individuals, some groups of three to five persons. One endorser signed twice.
There are 793 religious communities in the United States.
The math is clear. Network is far off the mark.

This is largely the fault of our media, which is looking for good news for democrats, and will report press releases as if they are truth.
Plus, the 2000 years of Nuns as trusted servants of the Lord kind of makes people believe them when they say things — in this case we learned that some Nuns can lie for political gain.
They probably always use spell checker to avoid embrassing spelling problems like:
